Frank was born in Milwaukee, Wisconsin. He attended two small colleges before completing his BS in Physics at Miami University in Ohio in 1974. During his college years, he lettered three times in basketball and once in golf. He went on to earn a MS degree in Physics at Miami University in 1975. After working in industry he returned to academia and earned a MS degree in Applied Nuclear Physics from the Colorado School of Mines in 1986. Frank is the President and Owner of Alpha Spectra, Inc. which he founded in 1986. ASI is a leading manufacturer of radiation detectors. He Chaired the 1993 International Radon Conference in Denver and he was President of the Rocky Mountain Chapter of AARST for two years. Frank was the building committee Chairman during the planning and construction of Holy Family Catholic School in Grand Junction. Frank was awarded The Entrepreneur of the Year Award by the Grand Junction Chamber of Commerce in 2003. Frank has been playing in CGA events since 1994. He has played on the Western Colorado Cup Team nine times and has played on the Senior Colorado Cup Team four times. Frank and his wife Kathryn live in Grand Junction and have four children, Matthew (1991), James (1993), Sarah (1995) and Rebecca (1997). Other interests include coaching basketball, photography, hiking, and Green Bay Packer football. Frank is a member of the Men's Club at Lincoln Park Golf Course in Grand Junction.
